General procurement notice for Consulting services for the recruitment of two (2) consultants for the control and monitoring of the extension works of the MV/LV distribution network as follows:
•Consultant 1: Control and supervision of extension works of the MV/LV distribution network in the city center of Siguiri and 41 surrounding localities and 46 neighboring localities of Kankan;
•Consultant 2: Control and supervision of the extension works of the MV/LV distribution network in the city center of Télémélé and 15 neighboring localities and in the Commune of Ratoma (Conakry) will be acquired through competitive bidding using the (SBQC ) method consultants ( from IDB member countries ) selected on the shortlist.
The project will include the following components: •Component 1: Works: This component includes work to extend the MV/LV distribution network and connect customers. The extension of the network involves the construction of MV, LV and Public Lighting lines as well as overhead MV/LV substations with a power of 100 kVa and 160 kVa, and cabin substations with a power of 630 kVa. As for connection, it concerns the supply and installation of connection equipment and prepaid meters. •Component 2: Work control and monitoring: The work control and monitoring services will include: (i) Updating technical studies and producing the Tender File, (ii) technical, administrative and monitoring financial for the execution of the work; (iii) verification of detailed calculation notes and validation of work execution files; (iv) control of the quality of the work and the quantities implemented and (v) control and monitoring of the implementation of the environmental and social measures of the project. •Component 3: Support for the project management unit: This component concerns support for the PMU to finance activities such as the acquisition of vehicles, office equipment (computers), operating allowances for project staff. PMU and capacity building of the Project Management Unit. •Component 4: Audits: This component concerns the recruitment of an auditor for the financial accounts of the Project on the one hand, and the recruitment of a consultant for the audit of the implementation of the Environmental and Social Management Plan of the project on the other hand.
