General procurement notice for Capacity building for Operations and Maintenance
The Project comprises the following main components:
Component 1 : Improvement of solid waste management (SWM);
It finances the sub-components described below.
Subcomponent 1.1 : Development of solid waste management infrastructure.
This sub-component finances the redevelopment of the Noumoubougou landfill and the construction of a new landfill in Mountougoula to provide Greater Bamako with solid waste treatment capacity over 20 years.
Sub-component 1.2 : Improved performance of solid waste management services
This sub-component finances capacity building activities for actors related to solid waste management in order to improve the operation of infrastructure.
Component 2 : Improved water supply, sanitation and hygiene (WASH);
It finances the sub-components described below
Sub-component 2.1 : Faecal sludge treatment plants
This sub-component finances the construction of two faecal sludge treatment stations and the construction of access roads to the treatment stations. The construction of these infrastructures will make it possible to reduce greenhouse gas emissions to a minimum, thus contributing to mitigating the effects of climate change and protecting local communities from illegal dumping of untreated sludge, while offering farmers the possibility to recover the dried sludge.
Subcomponent 2.2 : WASH in schools and health centers, household latrines and behavior change
This sub-component finances, on the one hand, the construction of latrines and hand-washing facilities in public schools, health centers and public markets and, on the other hand, actions related to behavior change, communication and awareness to improve domestic and institutional sanitation services.
Sub-component 2.3 : Strengthening of the institutional framework of the sanitation sector and capacity building of DNACPN and ANGESEM
This sub-component funds technical assistance activities, studies and capacity building at DNACPN and ANGESEM and support to manual and mechanical service providers to improve the sanitation service chain.
Sub-component 2.4 : Urban water supply
This sub-component finances the construction of a 16,000 m3 water reservoir, the construction of water distribution networks and the construction of social connections for households.
Component 3: Investments in resilient infrastructure ;
It finances the sub-components described below
Subcomponent 3.1 : Investments in drainage infrastructure
This component finances the construction and/or rehabilitation of urban drainage infrastructure and natural solutions to restore, increase and protect the capacity of the drainage network and reduce the negative impacts of recurrent flooding.
Subcomponent 3.2 : Investments in neighborhood improvement
This sub-component will finance the construction and rehabilitation of neighborhood improvement infrastructure
