1. The Government of the Republic of Niger has received from the African Development Bank and the African Development Fund an ADF loan and an ADF grant to finance the Integrated Project for the Opening up of Cross-Border Production Zones Hamdara-Wacha-Dungass- Nigeria border. 2. This project has the following main objectives: - The overall objective of the Project is to contribute to the internal and external opening up of the country, to the increase of cross-border trade and to the transformation of the rural world. - Specifically, the Project aims to improve the level of road service and increase the supply of transport services while promoting economic exchanges between regions and even national rural areas. It will make it possible to: (i) reduce the travel time of the developed road from 7 to 2 hours as well as the operating cost of vehicles by about 50%; (ii) provide approximately 40,000 people, including 18,000 women, with access to quality road service in all seasons for the needs of social/economic and administrative services (rehabilitation/construction of health centres, classrooms) and access to the market of several agro-sylvo-pastoral zones; (iii) create approximately 60,000 direct and indirect jobs during the construction phase. - Also, the Project strengthens measures in favor of the protection of the environment, young people and women, and promotes related developments including in particular the rehabilitation and construction of socio-economic infrastructure, the construction of 150 kilometers of tracks associated rural areas and five kilometers of roads in the town of Dungass. It will make it possible to support, on the one hand, agro-pastoral value chains (construction of peasant houses and livestock vaccination parks, installation of dairy units, supply of inputs and small agricultural production equipment, etc.) and on the other hand, to increase access to basic social services (rehabilitation/construction of health centres)
