General procurement notice for Design and Structuring of the AGZEI
GOALS :
The "PAISF" aims to create the conditions to attract private investment in the industrial sector,
particularly in sectors where the country has comparative advantages (textiles, agri-food, etc.). The
industrial sector remains essential as an engine of growth and for significantly reducing poverty
through the creation of decent jobs and the promotion of investment.
PROJECT COMPONENTS:
The project has the following components:
(i) Development of industrialization This component revolves around several strategic axes,
namely: improvement of the institutional and legislative framework, particularly for the
implementation of the LDIM (Industrial Development Law of Madagascar), acceleration of the
development of the ZEI (Zone d%Emergence Industrielle) via the establishment of a management
agency and the preparation of detailed feasibility studies. In order to ensure the participation of the
Malagasy private sector with the development of an Industrialization and Regional Strategy and the
elaboration of an Industrialization Pact between the public and the private sector. Component I will
also aim to create and sustain a preparation fund for the development of PPPs (public-private
partnership).
(ii) Support to the financial sector Component 2, Development of the financial sector conducive to
industrialization, will aim to promote access to financing for SMEs/SMIs and their participation in
Madagascar%s industrial growth. This component will lead to the implementation of the National
Industrial Development Fund (FNDI), aimed at supporting SMEs/SMIs and structuring projects
through financing mechanisms.
(iii) Project coordination and efficiency. Component 3 includes the PAISF Management Unit,
PAISF Monitoring and Evaluation, Technical Assistance (coordinator and experts), External Audits
and Communication
The acquisition of goods and/or works will be carried out in accordance with the Borrower%s
Procurement System (SPME), in accordance with Law No. 2016-055 of January 25, 2017 on the
public procurement code, with regard to the procurement of goods and works.
